America's health care system is fragmented and full of gaps in service. Society often ignores the talents and productivity of people with special needs. The Trust supports projects that strengthen preventive health care, improve access to services, promote the efficient use of health resources, and develop the skills and independence of people with special needs.

The goals of this program are to stimulate policymakers and service providers to improve existing services for children with disabilities and to encourage a service approach that emphasizes independence and the development of full potential.
The goals of this program are to enable elderly people to remain active in their communities and to meet the basic needs of those who are vulnerable and dependent.
The goals of this program are to foster the independence of people with mental illness and mental retardation, and to encourage a community-based system of care.
